Siksha 'O' Anusandhan (SOA) is a deemed-to-be university in Bhubaneswar whose engineering school, ITER (Institute of Technical Education and Research), dates from 1996. SOA became a deemed university in 2007 and is among the top-ranked universities in Odisha in NIRF.
